This particular spot isn't all that special, except for that most important aspects of real estate, LOCATION, LOCATION, LOCATION! The Department of Health and Human Services is located at the Southeast corner of the National Mall and is practially next door to the US Capitol, the US Botanic Gardens and the National Museum of the American Indian. And, of course, is located amongst what must be one of the highest concentrations of virtual caches around.
You'll either need to enlist the aid of a friend for family member who can be online at home or have a smart phone that is capable of viewing the web cam page and saving the image for you to upload later. Once you are at the listed coordinates, someone will need to visit the camera page at Trafficland.com.
Please don't stand in the road for your picture.
The best place to stand will vary, since the camera angle seems to change. What side of the street, you need to be on my even change. Look both ways before crossing (with the light).
YOU MUST POST A PHOTO TAKEN BY THE WEBCAM TO CLAIM THIS CACHE. IF THE WEBCAM IS NOT WORKING AT THE TIME YOU ARE THERE, PLEASE POST A LOG TO THAT EFFECT AND PLAN TO REVISIT THE SITE. PLEASE CHECK THE CAM PRIOR TO YOUR VISIT.
However, if you are using your phone to access the webcam site and have trouble saving the image to your phone, you may use another camera to take a picture of your phone, showing you in the webcam image. Does that make sense?
