Of the Maryland men who joined the military during the Civil War, 77% joined the Union army, while the remainder joined the Confederate Army.
The first bloodshed of the Civil War actually occurred in Baltimore involving Massachusetts troops who were fired on while marching between railroad stations on April 19, 1861. To help ensure Maryland's inclusion in the Union, President Lincoln suspended several civil liberties, including the writ of habeas corpus, an act deemed illegal by Maryland native Chief Justice Roger Taney. Lincoln ordered U.S. troops to place artillery on Federal Hill to threaten the city of Baltimore, and helped ensure the election of a new pro-union governor and legislature. Lincoln went so far as to jail certain pro-South members of the state legislature at Fort McHenry, including the Mayor of Baltimore, George William Brown. The grandson of Francis Scott Key was included in those jailed. The constitutionality of these actions is still debated.
Maryland's state flag even owes its design to the split loyalties of her citizens during the war. The black and gold design on the flag is the coat of arms of the Calvert family. The red and white design is the coat of arms of the Crossland family, the family of Calvert's mother, and features a cross bottony. Originally, only the Calvert colors were associated with Maryland. The red and white Crossland coat of arms gained popularity during the Civil War. Those Marylanders who supported the Confederacy, many of whom fought in the Army of Northern Virginia, were reluctant to use the banner that was associated with a state which remained with the Union. They adopted the Crossland banner, which was red and white (seen as "secession colors").
This sculpture, entitled "A Final Tribute", represents the reconciliation of Marylanders after the war.
