Hiding the cache was easy...trying to decide on a name was the hard part. the posted coordinates will take you to an oddball memorial IMO. I just can't pass up a plaque or memorial without stopping to have a look. To understand the name, you will need to read the plaque and know a bit about descriptive statistics.
To find the cache, just follow your GPS-enable device to the coordinate and find the container. NOTE: this one requires a log password - it's written on the logsheet. Make sure you write down the logging password.
The cache is hidden in the "picnic area" on the Highway 401 Eastbound rest area at Woodstock. The gate to the picnic area is closed in winter and the area is not plowed, but you can still walk in from the main rest area to find the cache.
