This is a BIT Cache. This is a laminated tag, similiar in size and appearance to a Munzee. There is a sample Picture of a BIT Cache below in the "Pictures" section of this cache page.

The Liberty Street Covered Bridge, in Geneva, Ohio, claims the title of "shortest covered bridge in the USA", at 18 feet. You can see the "18' SPAN" lettering in the road in the picture above.

Ashtabula County is home to the longest covered bridge in the USA (I have a cache there too), so the idea to have the shortest covered bridge elsewhere in the County was conceived in 2007 and contstruction began in 2010. The bridge was opened to traffic on August 22, 2011, and the bridge was officially dedicated on October 8, 2011.

The cost of construction was around $400,000, about the same as replacing the existing crumbling culvert bridge spanning Cowles Creek with another of that type. The City also saved money by using donated wood (local Red Oak, Poplar, and Maple), and volunteer labor from the local Vocational High School.

I did not snap a parking waypoint, you can park in a small municipal lot off the North side of W. Liberty street, and probably within 15 feet of the cache, if the closest spot is available. A very specific hint has been given for this BIT Cache, should you need it.
